Colonel720's ALLY is in Visual Basic. I believe Daisy and Billy were in C(+?). And AIML is supposed to be pretty good.
I would guess the best answer is "the language you're most familiar with".

I recall reading (I don't remember where) that PF bots are no longer allowed to enter the Loebner Prize. Could anyone explain why?

I think it was because of stringent requirements we couldn't meet. They were so stringent that there were less than five participants last time, as I recall.

Wasn't it something like an interface that made it look like the bot was typing one character at a time?

Im thinking of entering the next contest. Sounds like fun. Question though, how are the 10 answers to the 10 questions judged? is it on accuracy or is it on humor, or is it on just how interesting of a response you get?

I'd talk to Judge Betty for a while. The contests are OK, but not so much of a "human" conversation as a drill. If people talked to me the way judges talk to bots, I'd make an excuse to end the conversation. :-)
