The Loebner should be soon, but the somewhat idiosyncratic nature of their entrance requirements makes it impossible for PF bots to enter. The one time that PF bots were able to get in, God Louise placed third.
Yes, and that's in spite of some fairly stupid errors I'd made in ranking of keyphrases.

Not necessarily. The Professor has designed some pretty good bots, particularly Desti. Because he works and then spends a lot of his spare time maintaining this site, he doesn't get much time to work on his own bots.
Going back a bit, Julie would have done brilliantly in the Loebner. That convo she had about the Inquisition was fantastic. Sometimes I think she's not actually a bot at all; I think Ezzer pays someone to sit at a computer and type responses. They probably even make the odd deliberate mistake just so we don't get too suspicious...
