I've just sent an e-mail to Neil Bishop, asking him about all the points that were made here:
1) Were the semi-finalists chosen on transcripts alone?
2) If that was the case, why did they use such an unreliable method?
3) Why did it take them such a short time to decide?
4) How are they going to choose the finalists, and the winner?
I'll post the answer as soon as I get it.

Elbot was very good but maybe the ones that admit they're a bot are being disqualified?

Well that does seem to make sense, I mean the Turing test doesnt make much sense if the bots admit that they're bots, you see...

But Alice freely admits to it. Does that mean she didn't make semifinals this year?

The Loebner contest this year states clearly that bots can admit they are bots. This wasn't said before, but still, Alice won last year.
Besides, Butterfly, your bot doesn't believe it's human, either, and it made it to the semifinals.

There is another contest going on for us hard core amature alife and A.I. This is what the intro says: Program an intelligent robot controller in Java and win a Khepera II and a Webots PRO package. The url is:

Matches will start on August 16th, 2002
They will be visible in real time from this web page which implements a webcam system with a refresh rate of 1000 ms.
You can submit robot controllers until May 1st, 2003. The competitor ranked #1 at that time will receive a Khepera II robot and a Webots PRO package. It is recommanded to submit your controller as soon as possible. You can always upload newer versions until May 1st, 2003.
Read the contest rules and documentation, register to the webots-contest mailing list, download the webots package, develop intelligent controllers, register to the contest and start uploading your files now.
