Din Had Xnoneitis right after the 10 questions.. i got lucky... but yeah it wasn't just your bot.

presumably it'll be before 1st April, coz that's when the public voting starts. And I guess they can't start that before announcing the finalists. So 2-3 days max

I believe so, for the finalists, though I'm not sure what proportion of the final marking it counts for.
