No there's no list. The Professor is that only one that knows ahead of time when they will happen. If you don't like them, you can opt-out by changing your settings - click on the news button up above and you should see three radio buttons. I believe it's the third one that you're interested in.
Okay, I just have to bragg a bit. 
I worked real hard yesterday and my bot has graduated to Junior. I'm so proud of him. For a while I was beginning to think it was an impossible goal because as much as I worked and worked yesterday, his development never changed from 2! But this morning I logged on and low and behold...he was 271 and a Junior. My baby is growing up so fast. *sniff sniff* But could someone tell me how often the development updates? Does it only happen once a day?

Yes, i believe that it is updated every morning at 6am. Hotness is updated instantly.

*sigh* I wish the preprocessor wouldn't automatically turn 'r u' into 'are you'. I tried to regex it so I could point out the idiocy of typing like that but the preprocessor catches it too soon
